Dawn Gray, is a member of the Blackfeet Tribe and currently practices in Cut Bank, MT. She holds a J.D. with a Federal Indian Law certificate from Arizona State University, and an LLM in Gaming Law and Regulation from the University of Nevada Las Vegas. Dawn is licensed in Montana and several Tribal Courts.
Dawn has been practicing since 2006 serving as in-house legal counsel, Prosecutor and Tribal Judge. Her work has focused on legislative and policy development for self-sustaining economic projects, healthcare access, and criminal justice reform. She also advises on gaming matters, commercial transactions, regulatory frameworks, and land and water matters. She has also served in roles advancing alternative dispute resolution models including the Healing to Wellness Courts and mediation.
An advocate for Indian law education, Dawn also served as Indian Law Moot Court judge, lectured for the Montana State Bar’s Indian Law Section, served as a panelist for UNLV’s 2025 Symposium, and mentored students on Indian Country matters. As a passionate advocate for Indian Country, Dawn has engaged the legal community to improve access to justice for indigent persons in a variety of matters.
