Ms. Chubb has extensive experience collaborating with tribal governments and organizations to support self-governance and self-determination, including negotiating self-governance agreements with federal agencies, establishing a co-stewardship agreement with the Bureau of Land Management, assisting with land acquisitions and fee-to-trust applications, and providing legal support for consultation with federal agencies on a broad range of topics. She assists tribal clients with day-to-day matters, such as drafting and interpreting tribal laws, establishing effective policies and procedures, employment and labor issues, intellectual property protection, contract negotiations, and property transactions. Ms. Chubb also advises tribal clients on government affairs matters, monitoring federal and state actions with tribal implications, preparing formal comment letters and testimony, and building relationships with government officials to advance tribal interests.
Ms. Chubb is committed to cultural and natural resource protection and has assisted clients with establishing cultural centers, language preservation programs, and protecting tribal ancestral lands and waters from harmful mineral extraction. She provides comprehensive legal support for government-to-government consultation to hold federal and state officials accountable for compliance with cultural and natural resource protection laws. Ms. Chubb also assists tribes with all aspects of the repatriation process and has facilitated the return of scores of ancestors and cultural objects to tribes.
Prior to becoming an attorney, Ms. Chubb was a professor of art history and writing, curator of a university art collection, and director of an art gallery.
